I am of opinion that the proposed work is not one to which the Imperial Government can properly be asked to contribute, although it will no doubt be useful to the Military Authorities for Submarine Mining purposes, since the Imperial Government has already expended a large sum on Submarine Mining defences, the sum of £55,517, no part of which has been charged to the Colony.
